Under the supervision of the Deputy Vice Chancellor for Facilities, Facilities Management comprises two departments; Facility Operation and Maintenance and Facility Planning, Design and Construction. Primary mission is to provide required services, financial oversight, and liaise with appropriate federal, state, and local agencies on matters related to environmental planning, construction, operation, and maintenance campus physics. Facilities management strives to provide a safe, clean, accessible, and engaging environment that enhances the capabilities of academic and administrative departments to deliver a personalized educational experience.

Main objective of the position:

The Director of Facilities Planning, Design and Construction is responsible for planning facilities and directing capital construction activities at the university. This position is responsible for: (1) working with campus management regarding planning for new construction, renovations, space occupancy, inventory, and utilization; (2) development of proposals detailing new construction plans; (3) modification or improvement of existing facilities; (4) coordinating the selection of architects and consultants to carry out construction project designs; and (5) to act as liaison and supervisor of construction contractors to ensure compliance with design and construction requirements. Additionally, the incumbent will coordinate these projects with university units, the State Bureau of Construction, the North Carolina Department of Insurance, local and state approving agencies, and other offices. The incumbent will also be responsible for project cost estimating and budget control, and assist in the formulation of IC budget requests for the University biennium.

The incumbent directly supervises five permanent construction project managers (Architectural Engineers/Technicians and a Facilities Planner) and the Academic Program Manager (Associate Director of Space Planning and Management). In addition, depending on the workload, the incumbent may supervise additional staff.

Management of university capital improvement projects – The incumbent will directly supervise a team of four capital project managers in the management of all capital improvement projects for the university. His responsibilities will include managing all phases of a project, from conception to completion of construction.

Program: The incumbent will be responsible for managing the process of defining construction programs, including space, equipment and infrastructure requirements. On some projects, the project manager will need to obtain authority from the UNC system office.

Financial control: The incumbent will contribute to the initial project process and manage or monitor the formal budget approval process, project expenditures during planning and construction, and payments for miscellaneous expenses and designer fees. He/she will be responsible for the budgetary control of the project.

Schedule control: He/she will establish timelines for the completion of projects and monitor the progress of assigned projects. The Director will expedite project processes as needed.

Selection of designers: He/she will manage the designer selection process, including advertising, shortlisting and interviews. On selected small projects, he may be required to carry out architectural designs, including the sealing of drawings.

Creation of user support: He/she will provide building users with the necessary support to ensure that needs are met by the end of the project.

Coordination of project reviews: The incumbent will manage the collection and reconciliation of academic review feedback at the Schematic Design, Design Development and Construction Development phases; it will distribute the designer’s responses to all comments, follow up to ensure compliance or adequate reasons for non-compliance with comments, arbitrate conflicting comments, and provide formal university sign-off at each designer phase. Responsibilities will also include the direction of off-campus reviews by the National Bureau of Construction and other agencies having authority or jurisdiction.

Project Liaison Officer: The Director is the main point of contact between the designer and the contractor and all university agencies.

Receipt of offers: On behalf of the university, the project manager will receive construction bids and manage tabulation and negotiations to select contractors.

Award of contracts: He/she will support staff in the process of awarding construction contracts.

Construction review: The director will perform an autopsy of all completed construction projects, anticipate the physical requirements of the project, and assist in estimating the budget for construction planning, furnishings, and equipment.

Space planning and space management: Coordinate planning for new construction, renovations, space occupancy, inventory and utilization.
